You do not necessarily need to be a resident to get married in British Columbia. However, you do need a valid marriage licence. Here is the information cited from the British Columbia government website:
At some time in the three months prior to your wedding date, you will need to buy a marriage licence. Only one member of the couple is required to apply for a marriage licence, but he or she must apply in person, and show primary identification for both parties.
Examples of primary identification include:
- Birth certificate
- IMM/immigration form
- Permanent resident card
- Citizenship card
The marriage licence issuer may accept a passport or driver’s licence in some circumstances.
A marriage licence costs $100, and is nonrefundable. However, if you lose your licence, you can return to the place where you bought it, and ask for a replacement.

Some other points of interest:
- In most cases, you can get your marriage licence on the same day. However, you will not want to leave it to the last minute as not all the issuing offices are open daily.
- Marriage licences will not be granted if you have been divorced for less than 1 month.
- The Vital Statistics Agency (government office) even has a sample wedding ceremony if needed
